On March 29, the Standardization and Technological Innovation Development Forum, a key event of the 2025 Zhongguancun Forum Annual Conference, was successfully held in the Haihui Hall of Zhongguancun International Innovation Center. As the only parallel forum themed on standardization at this year’s annual conference, the event focused on Emerging Technology Innovation and Standardization Practice, released two landmark standardization achievements, unveiled the winners of the 4th Beijing Municipal Government Quality Management Award, and offered Chinese practical experience for the development of global new quality productive forces.

The forum featured keynote speeches delivered remotely by Sergio Mujica, Secretary-General of the International Organization for Standardization (ISO), and Gilles Thonet, Deputy Secretary-General of the International Electrotechnical Commission (IEC), centering on how international standards advance the coordinated development of emerging technologies.Three distinguished guests delivered on-site keynote addresses: Shu Yinbiao, Member of the Chinese Academy of Engineering and the 36th President of the IEC, spoke on Advancing Green Industrial Innovation and Development through International Standards; Stephen Bainous Kargbo, Chief Representative of the UNIDO Regional Office in China, shared the topic Standards as Accelerators for Industrial Innovation; and Ji Xiangyang, Professor at the Department of Automation, Tsinghua University, addressed Leading the Cutting-edge Development of Artificial Intelligence with Standards. They elaborated on the strategic value and practical paths for standards to fuel the value upgrading of emerging technological achievements into new quality productive forces.

State Administration for Market Regulation Releases Phased Outcomes of National Standard Public Access

Public access to standards is a vital link in standard implementation and an important channel for the public to obtain standard documents. In accordance with the arrangements of the Party Central Committee and the State Council, the Standard Innovation Administration of the State Administration for Market Regulation has deepened institutional innovation in the opening and sharing of standards and vigorously promoted public access to national standards.At the forum, Xiao Han, Director of the Standard Innovation Administration, released phased achievements in standard public access.First, more than 30,000 national standards not adopting international standards are now available for free download, effectively meeting the urgent demand of all sectors of society for access to and implementation of standards.Second, functions of the national standard public access platform have been upgraded and optimized to greatly enhance the convenience of searching and downloading national standards.Third, official links for national standards on ecological environment and food safety have been added, accelerating the process of releasing all national standards on a unified public service platform.;Fourth, all local standards have been made publicly available on the National Standard Information Public Service Platform, enabling online reading and real-time downloading.

Beijing Municipal Administration for Market Regulation Unveils Cooperation Outcomes Between National Standardization Bodies Based in Beijing and Key Industrial Enterprises of the City

Gao Niandong, Director of the Beijing Municipal Administration for Market Regulation, introduced at the forum that Beijing is home to 666 national standardization technical committee secretariats, accounting for 50% of the national total, which have formulated 27,246 national standards, taking up 60% nationwide — both ranking first across the country.Leveraging Beijing’s advantages in standardization resources, the municipal administration has improved incentive and guidance policies, focused on the theme of Standards Leading High-quality Industrial Development, and organized multi-level exchange and docking activities.

Since 2023, a standardization-themed forum has been held annually as part of the Zhongguancun Forum. Starting from 2024, comprehensive docking events between national standardization bodies in Beijing and key industrial enterprises have been organized every six months, together with 16 special sessions held quarterly. The municipal and district authorities have also jointly arranged irregular themed docking activities, yielding fruitful results:

In terms of standard formulation, since 2024, 18 international standard proposals have been cultivated in fields such as quantum information, aerospace and industrial automation; 135 national standard project proposals have been submitted in autonomous driving, biomedicine and modern logistics, among which 76 have been officially approved and 40 have been released; two industrial standard systems have been established for artificial intelligence and hydrogen energy.

In terms of standardization organization cultivation, 156 representatives from key Beijing enterprises have newly become members of national standardization technical committees; two municipal-level technical committees on artificial intelligence standardization and data standardization have been successfully established.

In terms of mechanism building, a working model of one guideline plus two lists has been formed; 185 key enterprises have set up regular docking mechanisms with 45 national standardization bodies; 25 lists of key standard demands for pillar industries have been sorted out; and 34 application scenarios for artificial intelligence standardization have been built.Five national standardization technical committees covering medical devices, robots and intelligent transportation jointly issued the Initiative on Standards Supporting the Innovative Development of the Artificial Intelligence Industry. During the forum, the Artificial Intelligence Subcommittee of the National Information Technology Standardization Committee signed a framework cooperation agreement with six enterprises including Xiaomi and the National Innovation Center.
